Bondholders who subscribed for the Loan with which the

Chinese Section is being built made efforts to secure the

consent of the Chinese Government to the appointment of

Messrs. Sir John Wolfe Barry and Partners as Consulting

Engineers to the Chinese Section, but were not entirely

successful. A compromise appears to have been arrived at

in the interests of the Bondholders. I am not aware of the

details of the arrangement, but I venture to suggest to

Your Lordship that it would appear to be equitable that

designs and office expenses, incurred in the interest of

both Sections equally, should be charged equally to both,

and in this view I have no doubt Messrs. Sir John Wolfe

Barry and Partners would concur if it were presented to

them.
